The Safe Drinking Water Act of 1974 emphasizes the need to consider costs when promulgating regulations. In response, the Drinking Water Research Division (DWRD) of the United States EPA's Municipal Environmental Research Laboratory (MERL) sponsored research to develop cost data associated with the unit processes of water supply treatment. Pre-design estimates, cost data development, estimates of construction and overhead and maintenance cost components, and application of developed equations are discussed.
