The City of Los Angeles Department of Water and Power (LADWP) is installing a SCADA system which will monitor water quality throughout its water distribution system. The project began with a pilot system at a single location to determine its suitability and reliability prior to expansion of the system to other locations. The system is being expanded to additional locations and is being evaluated for use in the remote monitoring and control of existing chlorination equipment. This paper describes the need for the system, design, selection of instrumentation, evaluation, and development.
