A SUPPLIER DESIGNED AND BUILT A QUALITY FACILITY TO SUPPLY AUTO PLANTS WITH PLASTIC PART ASSEMBLIES. MANUAL PAINTING SOLVENT EMISSIONS WERE PERMITTED WITHOUT CONTROLS AS LONG AS TRANSFER EFFICIENCY AND PAINT USAGE/VOC CONTENT LIMITATIONS WERE MET. UNFORTUNATELY, QUALITY FINISH FOR THE PARTS COULD NOT BE MAINTAINED WITHOUT EXCEEDING THESE LIMITATIONS. THE AIR POLLUTION CONSULTANT IDENTIFIED A ROTARY ABSORBER/CONCENTRATOR AS THE BEST APPROACH FOR VOC EMISSION CONTROL FOR THE PAINT BOOTH EMISSIONS.
