In this article, the generalized construction and O&M cost equations are presented. The equations provide a convenient way to develop the preliminary cost estimates of water treatment processes for economic comparisons of project alternatives during the planning phase of the project. Such estimates do not represent the actual construction and operation and maintenance costs of the project. Actual project costs are site-specific, cannot be generalized, and must be developed for individual circumstances. The equations are based on a 4-volume report from the USEPA that explains construction and O&M cost curves for 99 unit processes useful for removing contaminants included in the National Interim Primary Drinking Water Regulations. Table 1 presents 42 generalized construction cost equations. Additional tables give supporting information, such as the BLS and ENR indexes used as the basis for the construction cost curves and the construction and O&M cost components and updated values in current dollars.
