The appropriate rate structure and billing procedure for apartment complexes is a question of whether significant differences in water service and consumption exist between single family residential dwellings and apartment complexes. The equity of multiple minimum billing for apartment complexes is examined here in terms of its effect on the water utility, the apartment owner, and the apartment tenants, as well as in relation to the rates assessed residential and commercial customer classes generally.
