The Portland, Oregon metropolitan region is comprised of 23 water providers that share common water sources and have developed a regional water supply plan. This paper documents criteria and processes used in evaluating potential water conservation programs for implementation at the regional level. Programs found to be acceptable and cost-effective are recommended for inclusion in further integration modeling of water demand management and alternative supply options and combinations.
