The City Water Board of San Antonio began updating its information resources in 1987. The Board employed a consultant firm to develop a strategic automation plan. The consultants recommended that the Board: 1) Should adopt an information systems strategy that emphasizes; application software packages, integration of application systems, online applications, central coordination of information resources, user-oriented tools. 2) Should develop in-house computing resources and significantly improve its business relationship with the City of San Antonio Central Data Processing Center, and; establish an Information Services (IS) Steering Committee, recruit a seasoned IS Director, adopt a formal IS planning strategy, increase IS systems staff resources. 3) Should plan to implement this strategy over a three year period beginning formally in 1988. The three phases of the project, addressing business and organizational issues, and cost of the project are discussed.
