This paper describes the process by which a major West Coast utility is developing an
electronic Project Manager's manual, for the purpose of improving performance of
Capital Improvement Project (CIP) delivery. Goals specific to improving CIP management included:
develop a consistent philosophy for performing project management, along with
the associated methods, processes, core competencies and organizational
structure;
define and communicate the roles and responsibilities of project team members;
develop and implement a cost and scheduling system to enable effective
monitoring and control of CIP projects and programs; and,
develop a Project Management Guidebook to document the project delivery
process.
The decision to develop a Project Manager's manual was one of a number of the
outcomes of the assessment. It promises better coordination of Project Management
efforts by clarifying processes and providing easy access to needed information. Includes figures.
