This powerpoint presentation begins by providing a brief overview of the Water Research Foundation Report #4078, "Guidelines for Implementation of Seawater and
Brackish Water Desalination Facilities." The objective of the report was to help utilities (and others) in planning and
implementing desalination projects. The general approach and anticipated products included: a
utility workshop and survey as critical first steps to focus on the issues that are
really the biggest challenges utilities face, and to define the types of "guidelines" that will
be most useful and accessible. A follow-up utility workshop is anticipated for
late 2009, to vet the draft materials with utilities. Topics presented include: institutional drivers; dimensions of possible guideline applications; prioritizing across components of
the desalination process, prioritizing across institutional and
technical dimensions, and the planning issues matrix (PIM). Utility survey results are provided for
desalination issues and needs, institutional challenges, decision-making
and stakeholder groups, strategies to address challenges, and tools to facilitate planning
and implementation. An overview of the Chino Basin Groundwater Desalination
Cost-Benefit Case Study is provided. Includes tables, figure.
