To prepare for the new water treatment regulations associated with the anticipated passage of the Disinfectant/Disinfection Byproducts Rule, the Philapdelphia Water Department (PWD) launched several initiatives in preparation to meet reduced Total Trihalomethane MCLs. As part of this program the Baxter WTP began a plant trial in 1995 to determine the effectiveness of potassium permanganate (KMnO4) as a preoxidant and substitute chemical for chlorine and chlorine dioxide. This trial was designed to look at several objectives, including the effectiveness of KMnO4 in the reduction of tastes and odors as well as the reduction in the formation of disinfection byproducts. This paper details both the operational and water quality issues associated with PWD's plant trial and eventual conversion of its three preoxidation treatment facilities to potassium permanganate.
