Vouchers that provide financial incentive for water conserving fixtures and
appliances are successfully used in San Diego, California. Reasons for this
success include the reduction of capital outlay costs for participants, the ability to
control the program operation, as well as achieving economies of scale due to
the size of the program. The San Diego County Water Authority's (Authority)
Voucher Incentive Program offers vouchers for residential and commercial ultra-
low-flush toilets (ULFT), low flow urinals, waterless urinals, clothes washers (both
residential and coin operated) and commercial cooling tower conductivity
controllers.
