Explains the development, implementation, and potential benefits of the first statewide law requiring use of low-volume toilets. The new plumbing code in Massachusetts requires all two-piece tank-type and floor-mounted flush-valve toilets installed during new construction or as replacements of existing toilets to use no more than 1.6 gallon per flush. This code change, made to help mitigate immediate as well as long-term water supply problems, is the first of its kind on a statewide basis and has served as an incentive for proposed federal legislation to establish conservation-oriented water use standards for plumbing fixtures.
