The North American approach to reduce real water losses has been singularly focused on water leak repairs. This paper reviews the current thinking in best-practices developed in the International Water Association (IWA) to assess non-revenue water and the best-practice strategies available to reduce losses, report leakage quantities, and benchmark system condition and performance.
