An affluent suburb's access to a large, adequate water supply coupled with capital funding charges long associated with the property tax bill make a subsidized toilet rebate program infeasible. However, the rapid development of Howard County and subsequent water use patterns document the effectiveness of existing plumbing code accomplishments in water conservation. The effectiveness of historical Public Information Programs has been supported by an analysis of end use models and behaviors. Utility staff anticipates that a new Public Information Program will be reinforced by the employment of a seasonal rate price structure, resulting in continued improvement in water conservation results.
