During 1989, the US Environmental Protection Agency took two significant rulemaking initiatives affecting asbestos cement pipe. The first proposed maximum contaminant level goals (MCLGs) for asbestos in drinking water; the second was a regulation banning the manufacture and distribution of most asbestos-containing products, including pipe. This paper provides an overview of the regulations, emphasizing the latter, and gives the Asbestos Cement Pipe Producers Association arguments against them.
