indicate identity theft. A history is presented of Sections 114 and 315 of the Fair
and Accurate Credit Transactions
Act of 2003 (FACT Act), which is a rule designed to minimize fraud and/or identify
theft at banks, financial institutions, or creditors. Affected groups include water utilities and the development of an Identity Theft Prevention Program is presented, along with rule enforcement and helpful references.
