1. Scope1.1This Standard specifies the basis upon which a laboratory can establish its readiness to perform analytical measurements and testing of waste samples submitted with respect to Ontario Regulation 309 under the Environmental Protection Act of Ontario.1.2This Standard specifies that a laboratory wishing to perform work under Ontario Regulation 309 shall document its organizational structure, human resources, physical facilities, standard operating practices, analytical procedures, sample and data management, and other standard operating practices as they relate to Regulation 309 activities.1.3This Standard specifies those test procedures which are required for characterizing industrial wastes under Regulation 309 (see Figure 1).1.4This Standard specifies additional procedures that are recommended for the purpose of characterizing industrial waste contents where analytical quantification is required. Test methods to determine leachate for its toxicity, physical, inorganic and organic constituents are included in this Standard.1.5This Standard also identifies the principles to be followed in performing tests where procedures are not otherwise specified.1.6This Standard also contains clauses on laboratory organization, quality assurance, personnel, laboratory facilities, equipment, supplies, and data management.1.7The following specifications have been written for a large laboratory carrying out many and varied tests and analyses. The need to implement some of the specifications may depend on the size or degree of specialization of the laboratory.1.8Field sampling is an important aspect of the c haracterization of waste. A protocol on sampling is necessary. However, this document does not cover field sampling per se.
