Despite the fact that President George Bush's policy of "no net loss of wetlands" remains largely undefined, regulators and legislators are making greater efforts to protect wetlands. This article offers an overview of those efforts. A definition is offered, a flow chart shows the generalized Clean Water Act section 404 permit process, and federal laws protecting wetlands resources are summarized. A three-step process regarding mitigation has been developed for use when evaluating permit applications. A veto allowance within the Clean Water Act section 404 allows the EPA to veto certain plans for discharges that might harm municipal water supplies, shellfish beds and fishery areas, wildlife, or recreational areas.
