This powerpoint presentation begins by providing a brief overview of regional capacity building. An example of regionalization is presented to demonstrate how: constrained resources can be leveraged; efficiencies and economies of scale can be created; and, workforce issues can be significantly reduced. The Kitsap Public Utility District in Washington State is profiled, and structural options necessary to implement improvement strategies are presented, along with a pyramid of alliances, workforce implications and practices, educating and training employees, process improvement - employee involvement in action, change to accommodate growth, and a small systems example.
