Planning for future water supplies, especially in urban areas where supplies may be inadequate to meet projected demands, often must involve cooperation between
two or more public utilities. Because the first duty of each of these utilities is service to
its constituency, solutions can produce win-lose outcomes. A significantly different
approach was taken with the proposed LCRA-SAWS Water Project. The Lower Colorado
River Authority (LCRA) and the San Antonio Water System (SAWS) have cooperated to
develop a true win-win project that will provide a firm water supply for the residents of
San Antonio while ensuring the economic and environmental health of the lower
Colorado River basin, from the Highland Lakes to Matagorda Bay. Includes figures.
