This powerpoint presentation begins by providing a brief overview of the technical, managerial and financial (TMF) viability (competence) of a
federal law established in 1996 to assure that new systems
had three key components in place, including the following: technical competence; managerial procedures and staff; and a financial budget. Using the TMF regulations as a "template", obstacles to using TMF, and three examples of TMF are presented.
