This paper describes a recent study designed to produce representative estimates of the existing saturation of water efficient residential plumbing fixtures based on a representative sample of households in Orange County, California. Primary attention is given to the conceptual, methodological and logistical issues involved in identifying, recruiting, and collecting information from a truly representative sample of households located in an area served by multiple retail water providers. Saturation estimates and other water use information developed by this study are also summarized. Includes tables.
