This discussion questions the safety and adequacy of clay-lined disposal pits for containing the migration of leachates from hazardous wastes into groundwater systems. The authors advocate pretreating all hazardous wastes prior to disposal to detoxify them to the maximum extent possible. Heavy metal wastes should be segregated and immobilized by fixation before burial in dry form. Approaches are discussed for establishing criteria for monitoring, maintenance, and remedial cleanup to ensure long-term protection of public health and the environment.
