This paper presents an innovative but simple framework, called hierarchical relational model (HRM), by which utilities can evaluate the impact of changes in treatment processes to the existing distribution infrastructure. Conflicting water quality impacts on different distribution materials can also be identified using the HRM. The framework proposed in this paper is intended as proof of concept and can be further refined to incorporate more complex real systems. Includes 8 references, table, figure.
