The estimated costs of construction and operation of direct filtration plants often differ significantly from actual plant construction costs. However, when different plant facilities design criteria, or construction phasing are taken in account, a reasonable agreement between estimated and actual operation and construction costs can be achieved. Also, the Culp/ Wesner/Culp study of cost curves for construction and operation and maintenance are reviewed in addition to actual costs from plants in Two Harbors, MI; Clackamas, OR; Duluth, MN; Bellingham, WA; Springfield, MA; Oakland, CA; and Las Vegas, NV.
