The intent of this paper presents a financial argument in support of increasing the AWWA range specifications for water meters. The paper shows utility revenues would increase around $14 per meter per year if the AWWA range specifications for residential water meters required accurate measurement at very low flows. The same analysis for medium size meters is used and shows that a utility can increase annual revenues by over $450 per meter per year. Last, the paper shows that the water industry would be better served if the AWWA were to require compound meter range for turbine meters.
