Prompted by an increase in the number of hazardous materials spills reported in the area, the East Bay Municipal Utility District developed a Hazardous Material Spill Response Plan. The plan's five components are discovery and notification, evaluation and initiation of action, containment and countermeasures, cleanup mitigation and disposal, and documentation and cost recovery.
