0.1为贯彻国家节约能源、保护环境的有关法律法规和方针政策，促进建筑节能工作，控制建筑能耗总量，规范管理建筑运行能耗，制定本标准。
O.2本标准适用于民用建筑运行能耗的管理。
O.3民用建筑运行能耗管理，除应符合本标准规定外，尚应符合国家现行有关标准的规定
