Pinellas County is the second smallest and most densely populated county in
Florida. The Pinellas County Utilities (PCU) encompasses the County's water
system, sewer system, reclaimed water system, solid waste operations and
recycling. This paper discusses the implementation of a geographic information
system (GIS) for the County's water, sewer and reclaimed water systems.
Development of the GIS involved building a composite description of PCU that is
used for decisionmaking purposes. The GIS is used for three primary purposes:
infrastructure management; map and database publishing; and, business
