On December 16, 1998, the US Environmental Protection Agency published the Stage 1 Disinfectants/Disinfection Byproducts (D/DBP) Rule and the Interim Enhanced Surface Water Treatment Rule. These rules are the result of extensive regulatory negotiations and a rulemaking process that formally began in 1992. This paper summarizes the Stage 1 D/DBP Rule.
