根据ITU-T，SG 13，Q 6中的相应结果，为Q.2110（SSCOP）tp中规定的协议之上的SSCF开发ETS，提供X.213（CONS）中规定的层服务。事实上，ITU-T.3是ITU-1995的认可。

Development of an ETS for the SSCF required on top of the protocol specified in Q.2110 (SSCOP) tp provide the layer service specified in X.213 (CONS) on the basis of the corresponding results in ITU-T, SG 13, Q 6. In fact this ETS is an endorsement of the ITU-T I.365.3 (1995).
