帮助小型供水系统自助:实现技术、管理和财务能力的创新项目
This slide presentation outlines a program to help small water systems achieve technical, managerial, and financial (TMF) capacity. The primary goals of the TMF program include: eliminate TMF capacity weaknesses to consistently deliver
safe drinking water, and to
help systems become self-sufficient. TMF Assistance methodology is outlined, along with common issues that the TMF methodology has helped address such as: inadequate staffing to achieve capacity; limited financial resources; limited planning; minimal asset management, maintenance
tracking, O&M documentation; and,
not understanding new regulatory requirements. A case study of the town of Sedgwick, Colorado is presented that includes: summary of TMF Capacity Deficiencies; example TMF Assistance Recommendations; example training summary; typical training process for small water systems; capacity improvement schedule; example progress tracking tool; and, key success factors in achieving TMF capacity. Includes tables, figures.
