The Safe Drinking Water Act (SDWA) presents unprecedented challenges for the water industry to produce drinking water of the highest possible quality for its consumers. Increasingly extensive monitoring, reporting, and study requirements and increasingly stringent treatment requirements will have a significant impact on most water utilities. This paper quantifies the impact of the monitoring, reporting, and study requirements of the major provisions of the SDWA. The comparative impact of a capital construction project is also presented. Finally, assistance available for small systems is discussed.
