Speculating on what is likely to occur with reauthorization of the Safe Drinking Water Act (SDWA) before the debate begins in the 103rd session of Congress is risky at best. But in order to prepare for this debate, an analysis of the likelihood of congressional action and a discussion of some of the issues that have come to the forefront are presented.
