This paper investigates the fundamental response strategies for smaller drinking
water suppliers to successfully address the new reality created by the driving forces of change facing the water supply industry. It provides some practical
tools that can be used to evaluate individual compliance management systems and other
tools which can be applied to make progress in improving the safety and environmental
performance of any utility.
The primary response strategies recommended to address the new reality are:
objectively assess the very foundation of your compliance management
system and test your utility's true commitment to achieving safety and
environmental excellence;
ensure you have the full support of your Board or Commission to form a
firm foundation for your improved environmental and safety management
system;
assess your present compliance management system through a guided self
assessment;
invest the time and energy to successfully implement needed improvements
in your system; and,
periodically re-test your compliance management system and commit to
continuous improvement. Bedrock elements of an effective compliance system are discussed, along with a sample of an environmental and safety policy statement. Includes appendix.
