该标准规定了设计和使用核设施（热芯、核燃料制造和检测实验室、钚处理设施、再处理厂、浓缩厂、核废料处理厂、储存设施等）通风系统的要求。通风和机载系统的目的在于确保安全功能，保护从业人员、公众和环境，以应对这些设施作业过程中产生的放射性污染扩散。该标准不适用于某些研究用核反应堆和核电站隔离空间，这些空间可能在事故发生时产生高压，并适用于这些设施的辅助隔离室。确保核反应堆安全功能的通风系统的设计和使用要求将在其他国际标准中涉及。

이 표준은 원자력 시설(핫셀, 핵연료 제조 및 검사 실험실, 플루토늄 취급 시설, 재처리 공장, 농축 공장, 핵폐기물 처리장, 저장 시설 등)에 대한 환기계통의 설계 및 사용에 관해 적용되는 요건을 규정한다. 환기 및 격납계통의 목적은 이러한 시설의 작업 공정에서 야기되는 방사능 오염확산에 대비하여 안전 기능을 확보하고, 종사자, 일반인, 환경을 보호하는 데 있다. 이 표준은 사고 발생 시 고압이 발생할 수 있는 일부 연구용 원자로 및 원자력 발전소 격납 공간에는 적용되지 않으며, 그러한 시설의 보조격실에 대해 적용된다. 원자로에서의 안전 기능을 보장하는 환기계통의 설계와 사용에 대한 요건은 다른 국제표준에서 다루게 될 것이다.
