This paper describes how the East Bay Municipal Utility District (District) Water Distribution and Planning Division (WDPD), working with the District's Information Systems Department (ISD), created an intranet-based filing system in Oracle and Mapguide geographic information systems (GIS) of every planning document and application for water service so that information can be easily and securely logged and retrieved. The end result will be an intranet web page where the user can enter, extract and geographically view all planning level information generated by WDPD. The user will be able to query for information entered into the database, enter new information when applicable, and create reports. This tool will not only reduce the number of staff hours currently being utilized to file and retrieve information, but will make the planning picture more accurate and complete. Furthermore, because the information will have a GIS component, other information that is currently in the District's GIS can also be retrieved, such as the planning pressure zone(s), the city and/or county boundaries, whether the development is in an area of known contaminated soil, and the range of elevations in the development.
