Following expansion of the Crown Water Treatment Plant, the Cleveland Division of Water (CWD) recognized the need for improvements at three other treatment plants and created the Plant Enhancement Program (PEP). the first step of the PEP was to perform a facility plan that would assess the condition of the plants and recommend improvements to insure superior water quality and regulatory compliance well into the future. The facility plan conducted by Camp Dresser & McKee closely examined all aspects of each plant, evaluated current and future regulatory impacts, performed alternatives analysis, recommended improvements, and grouped the improvements into logical projects. This paper presents the alternatives analysis and recommendations for the Baldwin Water Treatment Plant.
