New water rates were implemented in Fairfax County, Virginia to meet water utility goals other than producing revenue. By promoting a certain amount of water conservation by customers who created discretionary demands, the utility could avoid building expensive new treatment facilities and additional water impoundments. The new rates were designed to be fair to all customers and to achieve the goal of limiting peak consumption to 1.6 times average daily consumption.
