该标准规定了将污染空气排放到大气中的管道和测量烟囱内气体流动流速和流量的手动测量法。并推荐使用L型和S型两种皮土管测量流速，以及对哪些皮土管有利的取样条件。
이 표준은 오염 공기를 대기중으로 배기시키는 덕트와 굴뚝 내 가스 흐름의 유속 및 유량을 측정하는 수동 측정법에 대하여 규정한다. 그리고 유속을 측정하기 위해 L자형과 S자형의 2가지 피토관을 사용하고, 어떤 피토관이 유리한지에 대한 시료 채취 조건을 추천한다.
