                该规格提供了与ITU-T建议案和ISO/IEC国际规格所指明的OSI传输层操作相关的开放系统中管理信息的明细。OSI传输层管理如何实现的指示超出了该规格的适用范围。传输层管理信息由以下明示定义:-以下传输层管理对象指南中的管理对象等级定义来自管理信息结构（ITU-T Recommentations X.72~X.724和ISO/IEC10165）。管理对象和层的动作与其他对象之间的属性、层的属性之间的关系——使OSI系统管理成为可能的传输层管理对象属性下的执行类型动作是规格的必要部分的附件D、E、F、G提供了与传输层管理信息相关的ICS格式。

이 규격은 ITU－T 권고안과 ISO/IEC 국제 규격에 의해 명시된 OSI 전송 계층의 동작과 관련된 개방 형 시스템에서의 관리 정보의 명세를 제공한다. OSI 전송 계층 관리가 어떻게 성취되는지에 대한 명 시는 이 규격의 적용 범위에 벗어난다. 전송 계층 관리 정보는 다음과 같은 명시에 의해 정의된다. －다음 전송 계층 관리 객체 지침서의 관리 객체 등급 정의는 관리 정보 구조(ITU－T Recommendations X.720~X.724와 ISO/IEC 10165)에서 나왔다. －관리 객체와 계층의 동작과 다른 객체 사이의 속성, 계층의 속성 사이의 관계 －OSI 시스템 관리를 가능하게 하는 전송 계층 관리 개체의 속성하의 실행 유형 동작 이 규격의 필수 부분인 부속서 D, E, F, G는 전송 계층 관리 정보와 관련된 ICS 형식을 제공한다.
